The <br />applicant has repaired the existing garage on the property. The garage does not meet the <br />current setback requirements and will need a variance. The applicant has also constructed <br />a boulder wall that starts at the house and wraps northerly and westerly behind the garage. <br />The wall is approximately 8 feet tall and is constructed with 2 to 3 foot diameter boulders. <br />The wall functions as a gravity type retaining wall and has not been approved by an <br />engineer. The City should be awar«^ that the wall constructed should not be approved by <br />the City and that the wall represents a safety risk. The homeowner shoidd have the sole <br />liability in the event of a failure. Any retaining wall with a height over 4 feet should be <br />designed by an engineer to include a tie-back reinforcement and draintile behind the wall. <br />The wall as it is constructed has a risk of buckling and collapsing. <br />The three mature trees along the top of the wall will provide soil stability by means of their <br />root base.
