The access street should be constructed adjacent to or <br />centered on the east property line of the site. The spoils facility should be required to provide <br />a 60 foot wide right-^-way along the east property line. If the road is to be centered on the <br />east property line. 30 feet of property should be purchased by the sports facility from owner of <br />the adjacent property, together with 30 feet of the sporu facility site, to be used as right-of-way. <br />We recommend that the access road be constructed 42 feet wide, from face to face of B618 <br />concrete curb and gutter. This width will allow a left turn lane onto CSAH 6. The road could <br />be narrowed to 32 feet wide, south of the left turn lane. The access road should be constructed <br />to the south line of the facility site with a SO foot radius cul-de-sac at the end. When the school <br />property develops, they should be required to construct School Drive to the east and connect <br />to the access road, providing a through street for the area. The driveway frmn the sports facihQf <br />pnriring lot to the access road should be a minimum of 100 feet south of the proposed right turn <br />lane on CSAH 6. <br />The drainage for the site runs northwesterly to the intersection of Old Crystal Bay Road and <br />CSAH 6i, by means of an existing ravine that traverses the site. The drainage eventually reaches <br />Katrina Lake which is within the Minnehaha Creek Watershed District A stormwater detention <br />pond should be designed both for storage capacity and phosphorus removal for the stormwater <br />runoff of the sports facility and future schrol. Ponding and drainage easements should be <br />provided to the City. <br />The property north and east of the proposed sports facility is zoned for residential development. <br />Parking areas for public recreation areas such as the proposed sports facility and adjacent <br />playfields and ball fields are known to create numerous inconveniences to such residential <br />properties. With issues such as noise and aesthetics in mind, we recommend that the parking <br />areas be located to the west and south of the sports facility. sports facility would be moved <br />north and east of the proposed location to accommodate this parking lot shift. The parking lots <br />would then be located in a more convenient area for the people using the playfields and ball <br />fields.
