A major issue for both applicant and City is the <br />issue of proposed use and the fact that the use is not <br />specifically listed under the specific conditional use permit <br />section but references other similar uses. The City is asked to <br />consider the ice hockey arena as a similar use to those listed as <br />permitted via the conditional use permit. In the late 1960's# <br />the City completed a comprehensive plan of the Highway 12 area. <br />This property was specifically approved for single family <br />residential use. The property had been included within the MUSA <br />boundary line and with Comprehensive Plan Amendment Ho. 2# the <br />aastem portion of the property bounded by Willow Drive was now <br />to be included within the MUSA. The saturated soils will <br />necessitate sewer as septic use is not feasible. <br />John Shardlow# the consultant planner for the City# has <br />been asked to review proposed use in relation to the ordinance <br />section under consideration.
