4.3 Principal Goals <br />Compatible Uses and Transitions - A significant concern is <br />to develop land uses that provide appropriate transitions between <br />the traffic and noise associated with Highway 12 and quality <br />single family neighborhoods beyond. More intensive commercial <br />uses were judged to be appropriate adjacent to the highway, but <br />these uses should not extend so far back from the highway <br />corridor as to adversely effect any established neighborhoods. <br />Any development should be limited by the location of existing <br />natural features and the capacities within the available utility <br />systems. <br />Land Use Mix and Balance - Given any alteration, the <br />objectives established in this area include providing for a wide <br />range of complimentary land uses. Every effort should be made to <br />balance peak demands for transportation and utilities, while <br />providing a range of community services and retail and <br />convenience stores for local residents. <br />Performance Standards - This goal is the development of <br />implementation tools using the performance approach to allow for <br />the flexibility to proi^ide preservation of natural environment <br />features, compatibility with surrounding development and require <br />ment that a number of selected issues be addressed before the <br />development can take place. These standards would be used both <br />within and outside any extended Municipal Urban Service Area
