w <br />run-off volumes. Disturbed areas must be stabilized and protected <br />as soon as possible and facilities or methods used to retain <br />sediment on the site. <br />3. When development density, topographic <br />features, £md soil and vegetation conditions are not sufficient to <br />adequately handle storm water run-off using natural features and <br />vegetation, various types of constructed facilities such as <br />diversions, settling basins, skimming devices, dikes, waterways, <br />and ponds may be used. Preference must be given to designs using <br />surface drainage, vegetation, and infiltration rather than buried <br />pipes and manmade materials £ind facilities. <br />4. When constructed facilities are used to <br />perform-, water management, documentation must be provided by a <br />registered professional civil engineer that they are designed and <br />installed consistent with the field office technical guide of the <br />local soil and water conservation district. <br />5. New constructed storm water outfalls to <br />public waters must provide for filtering or settling of suspended <br />solids and skimming of surface debris before discharge. <br />L.Hardcover Limitations. <br />1. No hardcover or impervious surface shall <br />be placed, located, or constructed within 75 feet of the Ordinary <br />High Water Level of any lake or tributary, except for stairways, <br />lifts, landings, and lockboxes as regulated elsewhere in the <br />Municipal Code. <br />2. Between 75 feet and 250 feet of the OHWL <br />there shall be no greater than 25% hardcover. Between 250 feet and <br />500 feet of the OHWL there shall be no greater than 30% hardcover. <br />Between 500 feet and 1000 feet of the OHWL there shall be no <br />greater them 35% hardcover. <br />Public Uses. <br />M. Standards for Commercial, Public, and Semi- <br />1. Surface water-oriented commercial uses and <br />public or semi-public uses with similar needs to have access to and <br />ase of public waters may be located on parcels or lots with <br />frontage on public waters, if permitted by the underlying zoning <br />listrict standards. Those uses with water-oriented needs must meet <br />Idle following standards: <br />a.
