Conditional Use Permit required <br />as proposed land alterations involve grading and filling activities in <br />excess of 100 cu. yd. <br />List of Exhibits <br />A - Application <br />B - Plat Map <br />C -- Property Owners List <br />D - Location Map - MacMillan Addition Plat <br />E - Site Plan <br />Description of Request <br />Applicants propose the relocation of a low retention area on the <br />property to the immediate east. Refer to Exhibit E. The area is not <br />defined as a designated wetland. Members may remember the area in an <br />earlier review involving the subdivision of the property. Consultants <br />for the applicants had reviewed the conceptual proposal with the City <br />staff during the subdivision review. The City Engineer is familiar <br />with the area proposed with the land alteration application. <br />Glenn Cook has asked for a cross sectior. of the pond and a plan <br />confirming where the soils from the excavation are to be placed. Herb <br />Baldwin, Landscape Architect for applicants, has been contacted and <br />will provide the necessary information. As of this writing, the City <br />has not received the requested information. Staff will provide the <br />additional exhibits and engineer's comments at your meeting. <br />In conversation with Mr. Baldwin he advised that the relocated <br />low area will still function as the current retention area a wet, dry <br />meadow not to exceed a depth of 2', review Exhibit E. The application <br />does not propose a permanent wet pond but merely an active pond that <br />receives intermittent runoff during the spring and fall rainy periods. <br />The pond will function as the current retention area to the immediate <br />west. The fill from the excavation will be used within former <br />retention area and replanted. Appropriate aquatic vegetation will be <br />planted in active pond area. <br />The plan does not propose erosion control. Any recommendation of <br />approval of this application will involve installation of approved <br />erosion control prior to the construction. Such erosion control shall <br />remain until ground cover is restored to site. The City Engineer in <br />his report may also seek amendments of the proposed grading and <br />filling plans. <br />i <br />^11
