The lot is long and narrow with a lagoon <br />that divides the land. A survey was done of the property. The parcel is 97,933 sq.ft in total area <br />(roughly 2.25 acres). With the removal of the lagoon space (under the 929.4’ OHWL) the parcel <br />is 80,767 sq.ft (1.85 acres). <br /> <br />The lot is improved with a single family home on the portion of the lot south of the inlet which is <br />currently under construction (RPS22-000088). The home has access via a private driveway off of <br />Carman Street. The portion of the lot north of the inlet is unimproved. It is the applicant’s goal <br />to split the lot to facilitate a new building site north of the inlet. The applicant included a <br />narrative as Exhibit D. The applicant has noted their goal is to allow for a home on the north <br />portion of the property. <br /> <br />The portion of the lot north of the inlet is heavily wooded. The lot grade drops off quickly from <br />Shoreline Drive. There are rumors of debris buried within the property, though the city is not <br />aware of any official findings or soil borings. <br /> <br />The property is unique in that the portion of the lot south of the inlet is zoned LR-1B (1 acre <br />minimum), and the portion north of the inlet is zoned LR-1C-1 (0.5 acre minimum). The <br />applicable minimum required lot areas and widths are illustrated in the table below for each <br />district. <br /> <br />A similar application was made in 2020 for 2474 and 2480 Carmen Street. The 2020 application <br />contemplated a subdivision of the 2 existing lots with the division at the lagoon to create 4 total <br />lots. At that time, the Planning Commission and the City Council were not in favor of creating <br />any nonconforming parcels. <br /> <br />Proposal <br />Application Summary: The applicant is requesting informal feedback on the proposed sketch <br />plan for 2480 Carman Street. <br />Staff Recommendation: While no formal action is required, this memo will serve as a <br />foundation for the Commissions discussion with the applicant to bring to light potential issues <br />to be addressed prior to submission of a formal Preliminary Plat application. Planning <br />Department Staff recommends the Commission provide feedback.
