City of Orono <br />Jane M Byron, District Representative <br />Wetland delineation review at Calvin Church Parcel, Willow & Glendale. <br />Orono <br />I have completed review of the wetland delineation performed on all or <br />Dortions of 190 Willow Dr N. 177 Glendale Dr. 201 Glendale Dr. and 153 <br />Glendale Dr. Orono. Hennepin County. Minnesota. The site is contained <br />0019 34-118-23-32-0007. and 34-118-23-33-0018.1 have review^ the <br />weUand delineation report and revised report, which were verified In the <br />field on July 17.2005, and deem the wetland boundaries as staked in foe <br />field and submitted In the survey of the existing conditions from April 29. <br />2005 and June 30,2005 acceptable. <br />On August 3,2005,1 met with members of SER staff to further discuss <br />the possibility that a portion of the delineated wetland on site (wetland 1) <br />might fall under incidental status and therefore be unregulatOT under foe <br />Minnesota V^etland Conservation Act. During the meeting I found no <br />basis for claiming portions of wetland 1 wore incidental. All roof drainage <br />appeared to be Infiltrating In a small Infiltration basin located direaly <br />adjacent to the Church structure. The Infiltration basin appeared laiye <br />enough to treat any and all flow capacities it would receive frorn roof <br />runoff. Additionally. I found no evidence that the infiltration basin was <br />connected hydrologically in any way to wetiand 1: I found no pipe or tie <br />or other artificial connection between the Infiltration basin and wetland 1,or other artificial connection between me inniwanon odsm «iu .w .. <br />there appears to be an elevation disconnect between the infiltration basin <br />and wetland 1. and there were no changes in plant communities or <br />M $ _ __llOlMf INfBS <br />and wenano i. ana mere were no cnanyo* m — <br />dreinageways or other evidence that suggested overland flow was <br />contributing runoff to wetland 1 from the Infillrotlon basin in large enough <br />anfwunts to alter the hydrology of wetland 1. Should the property owner <br />still teel compelled to further explore the possibility that a portion of <br />wetland 1 is Incidental, they will have to apply for Incidental «tetusby <br />submitting the standard water/wetland project application to MCWD. <br />A project may reqiire a Minnehaha Creek Watershed Distnct (MCWD) <br />approved permH.
