COUNCIL MEETING
SEP 1220IB
REQUEST FOR COUNCIL ACTION
OTYOFORONO
DATE: 09-12-05
ITEM NO: Ji
Department Approval:
Name: Correy Farniok ^
Title: Sergeant
Administrator Reviewed:Agenda Section:
Item Description: Disposal of Excess Pi^perty_________________________________
Exhibits: Attached appraisal list
DISCUSSION:
The Orono Police Department has acquired a large number of guns in the property/evidence
room. These guns have been obtained throu^ search warrants, illegal/criminal activity, found
property, etc. Currently we have 22 long guns and 36 handguns that can be disposed of by the
city as per ordinance.
The Police Department obtained appraisals of the value of each weajwn (see attached). Bill’s
Gunshop of Robbinsdale offered appraisals at $3.00/gun, waived at time of sale and best local
prices.
The handguns have been separated into three categories based on the recommendations of police
administrative staff: “Sell” category means the guns that have a significant value and «e the
type of guns that are sought after by collectors. They are not the type of gun that is typically
seen on the street or carried by gang members or drug dealers as they are either too large, or too
expensive and/or are unsuitable for concealed carry. “Destroy ” category means those guns that
have no value and those guns that are small in size, easy to conceal and may pose a threat to
police officers or citizens. The last category is the “Keep” category. These are the guns the
department recommends that the city retain. Some of these guns date back to the 1800’s. These
guns would be kept for display purposes and would be a shame to sell or destroy these guns that
are rare and hold a unique history. Should at some point in the future, the police department set
up a display case of unique historical items found by the Orono Police Department, these items
would be of public interest. The guns to be kept are listed, inventoried and can be maintained in
a secure locked area of the property room.
COUNCIL ACTION REQUESTED:
Motion to approve sale of twenty two long guns to Bill’s Gunshop.
Motion to approve sale of listed handguns that are marked as “Sell” to Bill’s Gunshop.
Motion to destroy guns listed as “Destroy ” through witness and documentation.
Motion to retai :hose guns marked as “Keep” as property of the City of Orono and secured in
the police propt ty and evidence room.
