Tht AdmmWfrtor, in Ns. her or their discretion, may determine the procedure for b»ling the Owners of the Parcels or lots, end may bill the Owners In advance of Easement Area Costs being Incurred. Such Costs may be billed for such periods of time, and at such ffoquency as the Administrator may determine from time to time. The Administrator shall pay any Easement Area real estate taxes and special assessments, to the extant the Easement Area Is separately assessed, and shall maintain, or cause to be maintained, the Easement Area in a neat, clean and attractive manner and in a manner at least consistent with the applicable provisions of the City’s ordinances. The decisions of the Administrator shall be at the Administrator's sole dtecretlon: provided, however, that any other Owner may seek by action for declaratory Judgment or other appropriate remedy, a determination by the Hennepin County District Court of the featnnebitnev of the Administrator’s decisions. In such event, the Court’s decision of ftisonablenoss shall be determinative, but the Administrator shall not be liable for damaoes In the event the Administfator's decisions are overruled or amended. 6.
