Moone <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator's Report <br />Item Description : Purchase of the Property at 1180 Lyman Avenue from Mn/DOT <br />The property at 1180 Lyman Avenue was purchased by Mn/DOT as right-of-way for the <br />Highway 12 Project. A significant portion of the property, including septic sites, was used <br />as right-of-way for the Highway 12 Project. The remainder is now e.\cess right-of-way that <br />Mn/DOT has made available for purchase by the City at a cost of $10,000. Attached is a <br />map showing the property at 1180 Lyman Avenue, and its relationship to adjacent properties <br />and the private roadway serving those properties. <br />The City was initially interested in the property as a way to assist the residents at 1190 <br />Lyman in addressing a septic site issue. Although a portion of this property may be a part of <br />an ultimate septic solution for 1190 Lyman, the 1180 Lyman property is not suitable for a <br />mound septic site. <br />However, the property is of significant value to the City in two other ways. The property <br />would provide the City with the necessary land to construct a cul de sac for the existing <br />private road that serves seven homes on Lyman Avenue. There is currently no way to turn <br />around on Lyman Avenue without using a private driveway. Also, it would be very difficult <br />for emergency vehicles, particularly fire vehicles, to maneuver on the existing private road. <br />Assuming the use of a portion of the property for a cul de sac. there would be approximately <br />two-thirds of an acre remaining. If this portion of the property is not used as a septic <br />solution for 1190 Lyman, it would be of value to an adjacent property as an expansion of <br />their existing lot. <br />COUNCIL ACTION REQUESTED <br />Motion to authorize the acquisition of the property at 1180 Lyman Avenue from Ma'DOT at <br />a cost of $10,000, and to approve a budget adjustment in the General Fund to reflect the <br />expenditure.
