(B) Assessment roll. Each year the city certifies to the county, all unpaid annual service charges for the septic inspection program, the unpaid recycling program fees, ail delinquent sewer and water accounts of $50.00 or more, and the delinquent general services for false alarm fees and developers improvement fees, to be collected with the following year's taxes. In addition to the outstanding amounts delinquent, eight percent (8%) interest is added to all accounts and an administrative fee is added to the septic accounts. At this time the total to be assessed is $82,946.15 including administrative fees. This amount will be decreased by any payments received up to the final payment date of November 23, 2005. A copy of the assessment roll is attached for your review. State statutes require the City hold a public hearing regarding the assessment of these fees prior to certifying the assessment roll to the County. Notices of the public hearing have been sent to all delinquent properties. The hearing is an opportunity for property owners to ask questions and provide comments regarding the proposed assessment. COUNCIL ACTION REQUESTED: Adoption of resolution providing for the collection of delinquent charges for the 2005 sewer and water utility services, the septic inspection program, the recycling program, the false alarms, developers improvement fees, and other general service fees.
