r <br />MINUTES OF THE <br />ORONO PLANNING COMMISSION <br />Monday, September 19,2005 <br />6:00 o’clock p.m. <br />than focus solely on the municipal lot. Meyers stated the City could do something proactive as it relates <br />to the parking in this area and explore other parking options. <br />Marsha Freese, 2914 Casco Point Road, stated the applicants* proposal appears to have shiAed the noise <br />to the north side. Freese stated she would like the Planning Commission to ask why Navarre and the <br />community needs this expansion. Freese stated simply because this application is outside the moratorium <br />does not mean that the question of whether this expansion is needed should not be asked. <br />Sam Marfleld, 2455 North Shore Drive, Orono, stated he has shopped in the Navarre area for 37 years <br />and that it is infrequent that a business owner wants to expand and stick nmney into this area. Marfleld <br />encouraged the Planning Commission to make it easy for business owners in Navarre to expand and to <br />invest money into the community. <br />Chuck Nadler, 2509 Kelly Avenue, stated the noise study did prove conclusively that the noise was okay <br />for one hour but that the residents have concerns with the noise level should an outdoor seating area be <br />added. <br />Nadler noted the support petition submitted by the applicants contain no addresses and that the Planning <br />Commission should give more weight to the concerns expressed by the neighbors who live in close <br />proximity to the Narrows Saloon. <br />Nadler indicated it is his understanding the moratorium allows for an appeal to the moratorium if <br />someone wants to develop in this area. Nadler stated the expanded parking needed for this establishment <br />would take up all the parking available for future development and that the City needs to address the <br />parking needs for this area at this time in conjunction with this application. <br />Nadler noted there were a number of concerns raised in the July 18 Planner ’s memorandum and that <br />Items 1,2,5, and 6 have not yet been addressed by the applicants. Nadler stated the Planning <br />Conunission should require the applicant to address all the issues that were raised at the last Planning <br />ission meeting before to receiving approval. <br />PAGE 9 <br />1
