MI5-3121 THE NARROWS SALOON, 3382 SHORELINE DRIVE, CONDITIONAL USE <br />PERMIT, 6:13 P3f. - 7:35 p.m. <br />James Anderst and Cindy Sudheimer, Applicants, were present. <br />Gaffron noted two letters fiom the public have been received in support of this application <br />Gafiron reviewed the application, noting that this matter has appeared before the Planning Commission <br />twice before, with the applicants requesting an amendment of the existing conditional use permit to allow <br />a 50’ by 44’ interior expansion of the Har/restaurant into the spaces previously occupied by the dry <br />cleaner and Jul Ann Hair Fashions as well as an amendment of the existing conditional use permit to <br />allow outdoor seating at the rear of the building adjacent to the City-owned parking lot but within the <br />af^licant’s property, measuring 837 square feet in area or approximately 32 additional seats. Gafiron <br />noted this is a reduction of 28 seats. The applicants are also proposing some landscaping in this area and <br />a wood fence q>proximateIy five to six feet in height. The patio area would only be accessible from <br />inside the restaurant. <br />The kitchen and vestibule additions have been incorporated into the existing building, eliminating the <br />need for front and side yard setback variances, and the outdoor seating along Shoreline Drive has been <br />eliminated. The set of doors along Shorelitw Drive adjacent to the stage and dance floor area are <br />proposed as emergency exit only doors, which should be fitted with alarm system and panic hardware to <br />avoid having them propped open. <br />The applicant is also proposing to turn the trash enclosure located on the north end of the building parallel <br />to the building for easier access. A gate would be placed on the front so as to screen the trash receptacles. <br />Gaffron stated the revised plans reduce the off-street parking by 13.Spaces, based on the reduction of the <br />outdoor seating in the rear and elimination of the outdoor seating along Shoreline Drive. The applicant <br />retained Benshoof A Associates, Inc., to conduct a parking study in response to the recommendation of <br />the Plaiming Commission at the July meeting. <br />PAGE 4
