A photograph <br />of the existing signage appears in the packet. With the proposed expansion into <br />the remainder of the building, the applicant would now be permitted 112 s.f. of <br />total signage with a single sign not to exceed SO s.f. <br />Lighting . The plans do not indicate any new lighting is proposed. The lighting in <br />the City-owned parking lot will remain unchanged. Any new lighting proposed <br />for the outdoor seating areas will have to be shielded to limit impacts to the <br />surrounding neighborhood. <br />Trash Handling/Loading. The plans show dumpsters on the north side of the <br />building, enclosed by a screening fence. Zoning Code Section 78-1578 requires <br />that “all waste material, debris, refuse, garbage ...be kept in an enclosed building <br />or properly contained in a closed container for such purposes.” The applicant has <br />stated that the trash enclosure could be turned parallel to the building for easier <br />access for removal. A gate would be placed on the front so as to screen the trash <br />receptacles as viewed from the north, west, and east. <br />4. Potential Operational Impacts. <br />Via the public review process, a number of operational concerns have been raised. Most <br />of these are presented in the various letters, petitions, etc. that appear in the Council <br />packet. The major issues seem to include the following: <br />• liquor accessibility to outdoor patrons <br />- control of patron overflow to paiking lot or surrounding neighboriiood <br />- noise impacts to neighborhoods to the north and south, from: <br />- open doors <br />- exterior speaker systems <br />- late-night motorcycle traffic <br />- overnite parking <br />- litter in the municipal lot <br />Certain of these issues have been addressed by building design and site planning. For <br />instance, the outdoor seating area is designed to be accessed only through the building; <br />the primary access doorways will be vestibuled, and emergency exits will have to be <br />fitted with alarms and panic hardware to eliminate their being propped opened <br />indiscriminately; the Planning Commission has recommended that the HVAC systems be <br />reviewed and upgraded to avoid the need for ventilation via doorways; the Planning <br />Commission has recommended that outdoor speakers systems not be allowed. <br />Some of the issues that cannot be addressed by building design could potentially be <br />addressed through conditions attached to the CUP or the liquor license, but ultimately <br />rely on the ability of the Narrows management. Others, such as noise from traffic outside <br />the site, perhaps are not so easy to control.
