MS-3121 Narrowi Saloon Expansion <br />October 6,2005 <br />Pages <br />The City ’s traffic consultant, Sheldon Johnson of Bonestroo & Associates, <br />reviewed this parking study and provided a number of findings and conclusions, <br />(Exhibit E of Sept. 16 PC memo). His primary conclusions were: <br />the study did not address the parking required by City code for the various <br />users of the municipal lot based on the square footages of particular uses. <br />Rather, the study focused on actual counts of parking lot usage at certain <br />peak times. <br />the study did not address the potential parking demand the other <br />businesses might generate should they re-develop, and how that correlates <br />to the parking demand of the proposed expanded Narrows operation. <br />Some of the more significant concerns about the Navarre municipal parking lot <br />situation generated by staff, PC and the public during the Narrows expansion <br />review process include: <br />how or whether use of the municipal lot should be apportioned to the <br />various users, and how to establish a fair approtionment; there is no <br />apportionment currently. <br />whether the fact that the striping is substandard (16* deep stalls instead of <br />20* per City code) is a factor in the functionality of the lot; how many <br />stalls would be lost by restriping it to meet code; why the City has striped <br />it in a substandard manner (A: to maximize the number of stalls available <br />given the dimensional parameters of the lot); <br />whether the demands of an expanded Narrows operation will ciuse <br />parking issues for the existing businesses and entities using the lot; and <br />whether approval of an expanded Narrows operation will ultimately <br />(and/or unfairly) limit the fiitiuv expansion or redevelopment of <br />businesses that rely on the lot, or have negative impacts on the level of <br />non-business uses of the lot (park & ride, Navarre Park patrons, etc.) <br />Update of 2000 Municipal Lot Parking Needs Analysis . Staff has completed an <br />analysis of the amount of parking that would be required by City code for the <br />existing business users. This analysis is based solely on the footprint square <br />footages of the 6 existing buildings directly abutting the Navar.e municipal lot, <br />and their existing businesses, and does not account for other uses not related <br />directly to those businesses, such as the the Park & Ride, or Navarre City Park <br />users. It also does not account for the potential 26 stall commitment to the 2385 <br />Shadywood property from 1983. The following lable illustrates how much <br />parking would be required by per Zoning Code Section 78-1516: Required Off <br />Street Parking of the Zoning Ordinance:
