Gappa <br />Title Director of Public Services <br />Administrator Reviewed: Agenda Section: <br />Public Services Director's Report <br />Item Description: Accept Quotations Wildhuret Trail Forcemain Relocation Project <br />This project is for the relocation of the sanitary sewer forcemain from Lift Station Number 2 1 which <br />is located on Wildhurst Trail. The existing forcemain from the lift station goes between several <br />houses and across lakeshore yards as shown on the attached map. This steel pipe forcemain was <br />installed in 1973, and we have had previous breaks in steel forcemains of this age. There also have <br />been several recent approvals for new home construction on properties that the forcemain crosses, <br />and the construction work near the forcemain could be problematic. <br />In the event of a forcemain bieak, access to this area would be extremely difficult for the completion <br />of repairs. Also, with the forcemain located between homes and close to the lakeshore there is a <br />potential for wastewater spills into adjacent homes or into Forest Lake from any forcemain breaks. <br />A new forcemain will be directionally bored along Wildhurst Trail and will discharge to an existing <br />gravity sewer located in Wildhurst Trail. The new forcemain will be a HOPE plastic forcemain, with <br />a minimal number of electro fused joints, which is not subject to corrosion from the poor soils in this <br />area. This forcemain will also be easily accessible for maintenance purposes. <br />This project will be completed by two contractors, a directional boring contractor and a different <br />contractor to complete the lift station work The top of the lift station is too low and during heaNy <br />rainfall events water ponds on top of the lift station resulting in the inflow of surface water into the <br />lift station, contributing to the City ’s l&l problem. This project also includes raising the lift station <br />top elevation 18” and installing a new watertight access hat' h to reduce l&l. The new MCES rules <br />require the City to spend approximately $30,000 per year on l&l reduction or pay a surcharge on the <br />MCES wastewater bills beginning in 2008. Our annual budget for l&l projects is $30,000, so the <br />work to raise the lift station top will be funded using the Sewer Fund l&l budget, so we can easily <br />track our expenditures for this work. <br />We have sent a Request for Quotations to directional boring contractors, and also to lift station <br />construction contractors, that have previously completed City projects. The estimated construction <br />cost for this luoject is less than $50,000, so the solicitation of quotations is an acceptable method to <br />select the contractors to complete this project. <br />I
