This staiement is very much <br />appreciated and critical to die coordination between the City and MCWD. <br />However, it should be noted that according to MCWD Rules, die District <br />cannot act upon a permit application without, at a nunimuni, preliminary <br />approval fiom the local municipality (e.g. Planning Commission). <br />arreptable dafinitions - It will prove to be most efficient for both <br />the City and MCWD to agree on common definitions in application of <br />Rules and Ordinances. It should be clarified how the City of Orono <br />defines the term or geographic area of die subwatershed fbr consistency. <br />Sec. 78-1 609(cKl) City may require en “approved wetland r^lacement <br />plan application fiom the MCWD”-While diis is an obligation of the <br />LGU to review and approve wetland inqiact and rqilacement plan.s, u <br />noted above, as a matter of procedure, MCWD cannot act on a pemiii <br />application without the applicant first obtaining preliminary approval from <br />die local municipality. <br />Sec. 78-l609(cK6) City may require “A MNRAM assessment completed <br />by the MCWD.*' Most often, for an applicaiion which proposes impacts to <br />wetlands, MCWD will require the applicant to complete the MNRAM <br />aaeeasment if one docs not exist (MNRAM is essentially the information <br />included in the MCWD Functional Assessment of Wetlands).
