\
v>;
REQUEST FOR COUNCIL ACTION
cot'*'''” •*er'=T||yj(3
JUN 1 3 2005
DATE: June 13,200S
CITY OF ORONO
ITEM NO.:
Department Approval:
Name Gregory A. Gappa
Title Director of Public Services
Administaator Reviewed: Agenda Section:
Public Services Director's Report
Item Description: Award Contract for TH12 Sewer Pipe Bursting Expansion Project
This project is to expand an existing 8” sanitary sewer to a 12" sewer for increased flow capacity
required for new development in the Highway 12 corridor. Pipe bursting is similar to directional
boring and allows for expansion of the pipe without digging up the sewer line in order to minimize
disturbance of the project site. The 2004 Sewer Fund Capital Budget included $25,000 for this
project.
This sewer line runs south from Highway 12 along the west side of the Golf Dome and then
connects to a new 12 “ sewer, installed as part of the new Highway 12 sewer system reconfiguration
project, which then runs along the south side of the Golf Dome to Industrial Boulevard in Long
Lake. There are two 8" gravity sewers along the highway from both the east and west that flow into
the 8" sewer that flows south, and this project will provide for a continuous 12" sewer line
downstream of the two 8" pipes.
1*his project also includes the removal of an existing reliever lift station located in the northeast
comer of the Morries Automotive property. This lift station was installed about five years ago to
provide sufficient sewer capacity until the new Highway 1 2 sewer reconfiguration project was
completed which now has sufficient capacity to handle the ultimate development conditions for this
area. During high flow conditions, the reliever lift station pumps the excess flow into the MCES
Maple Plain forcemain which is located on the south side of Highway 1 2. Alternate Number I is for
the removal of the reliever lift station and salvaging the components for the City to use in another lift
station as this equipment is only five years old.
This project was advertised for bids in the Construction Bulletin and the Laker/Pioneer newspapers
with a bid opening at 11:00 a.m. on May 26"*. Four bids were submitted, and the lowest responsible
bid received was from Push ConsUiiction Inc. Rice Lake Wisconsin in the amount of $47,740.00
for the Base Bid and $2,500.00 for Alternate 1 . This firm has good references and is qualified to
complete this work, and our recommendation is to award the contract for this project to Push Inc.
This project was included in the 2004 Sewer Fund Capital Budget, so a budget adjustment will be
required to complete this work in 2005.
