PC Memo & Exhibits of May 11,2005 <br />Application Summary <br />The applicants requested lot width, hardcover (28% within the 75’-25C’ zone) and average lake <br />setback variances in order to build a new single family residence. The Planning Commission <br />recommended approval of the lot width and average lake setback but denial of the variance for <br />hardcover in excess of 25% within the 75’-250’ zone. <br />Letters of support from the neighboring property owners for additional 75’-250’ hardcover are <br />attached as Exhibit B. Both of these letters reference an “ordinance change’’ regarding the shared <br />driveway and how the City then accounts for that hardcover. There has never been a formal ordinance <br />regarding calculation of this hardcover for shared driveways, rather a policy has been established to <br />determine who is accountable for what. This policy dictates that the portions of the shared driveway <br />that the property owner benefits from shall be included in the property’s hardcover calculation, while <br />the remaining portions of driveway not benefiting a property owner and the underlying square footage <br />are both completely removed from the hardcover analysis. <br />The applicants have not proposed a revised plan showing reduced hardcover from the original <br />proposal of 28%. Since receiving the denial recommendation from the Planning Commission <br />regarding the hardcover variance, the applicants briefly considered reducing the width of the portion of <br />the shared driveway between the home and North Shore Drive. After discussions with the other <br />property owners who also share the driveway, the applicants have decided to continue with their <br />request for a variance for 28% hardcover within the 75’-250’ zone. <br />IV. <br />R.--' II Hfm
