Murphy stated he would prefer to see a lower <br />density in diis development. Murphy stated the City is looldng at all their options to resolve this <br />situation. Murphy noted MN/Dot is not going to close Townline Road until the other road is constructed. <br />Slaughter pointed out she does not have legal access to get to the highway. <br />Barrett steted dut is correct, she does not have legal access. <br />Slaughter stated her access is the cartway to Townline Road and that she has been told she needs to wait <br />on the cartway because a development is coming. Slaughter indicated the city would not defend the <br />cartway across the railroad tracks. <br />Barrett stated it is not clear whether the City has a right of access across the railroad tracks and that the <br />City has never taken the position that it has a cartway across the railroad tracks. <br />Peterson stated they hope to meet with Medina within the next week. <br />Slaughter inquired how she could be better informed on some of these issues. Slaughter stated the <br />Hickeys have not been notified of any of the hearings even though they are within the required distance of <br />the driveway that needs access to die end of the cul-de*sac. <br />Gaffron stated notification was given to properties according to city code, which requires that properties <br />within 350 feet fiom the road that is being platted be given notice. Gaffron stated one of the neighboring <br />cities has chosen not to notify residents of the neighboring city of projects that are happening within their <br />city boundaries. <br />Slaughter indicated the Hickeys use a driveway across her property. <br />Jim Dillman requested the Orono Council relay to members of the Medina Council that even if the <br />density is not reduced, Orono would proceed with the agreement. <br />Moorse stated that is one of the reasons for the meeting and that the Orono council members present at <br />that meeting would be able to express their thoughu on it. <br />McMillan stated she also is frustrated by the lack of time to finalize these issues. McMillan stated in her <br />opinion this development is out of character widi the rest of the neighborhood and that it unfortunately <br />did not come to their attention until it reached the final plat stage. McMillan stated she is hopeful the <br />meeting with Medina will be productive and that these issues can be worked out <br />PAGE 23
