MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Moiday, May 9,2005 <br />7:00 o’clock p.m. <br />(Cooperative AgreeoMat, Coatiaaed) <br />Moorse stated discussion was also held regarding future improveaients to Townline Road and that he is <br />suggesting some specific language be incorporated in the agreement reflecting that discussion on cost <br />sharing. Moorse stated the language he is proposing be included is based on current estimates of <br />$200,000 and the number of units that would utilize Townline Road. <br />Moorse stated the cities also need to discuss how Townline Road may be changed in the future with the <br />develt^nnent of Highway 12. <br />White inquired whether those four Orono properties could potentially be without access to Highway 12. <br />Moorse stated MN/Dot has agreed to provide funding to construct a road to serve that development. <br />Moorse indicated diat money has to be encumbered by the end of June, and that in order for it to be <br />encumbered, there needs to be a bid let for construction of that road. Moorse stated it is his <br />understanding that the current access to Highway 12 would remain open until the new road is constructed. <br />McMillan inquired ahat happens with the money if a bid is not let or awarded. <br />Moorse stated the money would not be extended. Moorse stated in order to obtain new funding, Medina <br />would have to go throu^ another round of funding applications with MN/Dot. <br />Murphy stated it is his understanding that if this is not completed by June JO"*, Medina would have to <br />resubmit this and that the work probably would not commence until 2009. <br />Moorse inquired whetfter dtere are any items contained within the agreement that the Council has any <br />concerns with. <br />Murphy inquired whether the City should enter into an agreement that binds future councils. <br />Barrett stated procedurally Medina has agreed that this agreement would be a contract and that contracts <br />can be made to bind future councils for a limited purpose for some reasrmable period of time. <br />Murphy stated he is willing to discuss this with representatives from Medina to see whether the density <br />issue can be resolved in some way. Murphy noted there is some disagreement on whether this road <br />should be improved. <br />Peterson inquired whether there is a possibility to meet with Medina representatives within the next week. <br />Moorse stated it is his impression that a portion of the Medina Council would be able to meet with the <br />Orono City Council sometime within die next week. <br />Jane Slaughter noted Medina’s next council meeting is scheduled for May 17'*'. <br />PAGE 21
