A conditional use permit in order to replace a rotted wooden stair system with tower <br />glacial boulder walls, vegetation, re-grading the slope and the installation of a granite <br />stair system. <br />2. A hardcover variance is also necessary due to the change in tlie hardcover percentage <br />proposed. <br />Staff Recommendation: Staff recommends approval • he hardcover variance and <br />conditional use permit contingent on the issuance of a building permit for a new <br />residence and subject to the following conditions: <br />1. The proposed walls will be screened year round with vegetation. <br />2. Walts are to be constructed in accordance with the plans and specifications provided. <br />3. Landscape plan to be implemented in accordance with the plans and specifications <br />provided. <br />4. Double, heavy duty silt fence with steel t-posts must be installed along the shoreline <br />tK*x)ughout the duration of the construction process and remain in place until the slope <br />is stabilized and vegetation is established. ___ _____ <br />Pertinent Zoning Ordinance Sections <br />Sec. 78-966. <br />Land Alteration; Prohibited. It is unlawful for any person to build, alter or repair any <br />seawall, retaining wall or otherwise change the grade or shore of lakeshore property <br />without a conditional use permit issued by the Council. <br />Sec. 78-1250. Conditional uses. <br />Conditional uses allowable within shoreland areas shall be subject to the review and <br />approval procedures and criteria and conditions for review of conditional uses established <br />in this chapter.
