The City shall <br />not accept renewal license applications received after March 15 unless the application is accompanied bv <br />a late fee of $25.00. <br />REVIEW PROCEDURE <br />When a complete qiplication is received, the application will be reviewed by the City Council and, in the <br />caseofneworunusual qiplicatioas, orqiplications proposing substantial changes fiom prior licenses, also <br />by the Planning Commission and/or a qiedally appointed Marina Committee.
