iiuigfnaati <br />► <br />Memorandum <br />Date:March 21,2005 <br />To:Mayor Peterson <br />Members of the Council <br />City Administrator <br />From:Chair Rahn <br />Planning Commission Members <br />KF:Future of Navarre <br />—'116 <br />cn Y u»- UHUi^Q <br />The Planning Commission spent the first work session of the year discussing goals and <br />priorities for 2005. 1 he Planning Commission continually expands a so called “w ish list" <br />of ordinance changes where prioritizing became necessary as a means for focus What <br />became of these discussions was that Navaire will undoubtedly be faced with pressures <br />from developers to redevelop, primarily, since the adjacent cities of Spring Park and <br />Mound are currently undergoing redevelopment projects along the County Road 15 <br />corridor. This discussion led to the high priority of the Commission to try and establish a <br />commercial PUD ordinance or overlay district .specifically applicable for Navarre. <br />Driving this high priority is great concern of the possibility of land use applieations <br />appearing before the City where the Planning Commission has no choice but to become <br />reactive rather than proactive, in a time where the ordinances affecting the Navarre area <br />arc outdated and not representative of the existing development. The Planning <br />Commission has already faced several applications in the Navarre area where updated <br />ordinances may have yielded something much different (i.e. Keaveny request for CUP, <br />Valerius request for CUP. Jul Ann rcque.st for commercial site plan review). 'Ihe City <br />also receives sporadic inquires from developers proposing full redevelopment of existing <br />parcels or combination thereof, most recently the Keaveny and Overson sites located <br />adjacent to rcsidcntially zoned property, and also inquiries from existing owners wishing <br />to cither expand and/or introduce new uses. Also, the residential neighborhood located <br />south of County Road 15 has fomied a group known as the Residents for a Better <br />Navarre, which has contacted and met with staff regarding their desire to see updating of <br />the ordinances in an effort to encourage appropriate types of redevelopment. <br />Therefore, the Commission as a whole felt that this concern should be brought to the <br />attention of the .Mayor, Council, and Administrator in hopes of turning some focus to the <br />Navarre area, which is the purpose of this letter. The Planning Commission is requesting <br />direction from the Council as to whether this is a priority, and if so what the next steps <br />should be in starting an ordinance revision process. <br />The Planning Commission appreciates your consideration of tliis issue.
