The proposed site plan eonforms with all lot urea, lot width, .setback requirements <br />and building height regulations. Gundlach noted the applicant is proposing to reduce the site four to eight <br />leet with some cuts as large as 10 to 12 tect in order to create the walkouts. I'he applicant is proposing a <br />system of retaining walls to bring the elevation of the site back up to the appro.xmiatc original grade <br />elevation on the north end of the site, w hich is adjacent to the Sugar Woods common lot. <br />The applicant is proposing 102 parking stalls, which meets the requirement of 3.5 per 1000. Gundlach <br />indicated this parking ratio was recommended by the City ’s traffic consultant. <br />Gundlach stated all storm water would be directed via the pipe to the storm water |>ond at the corner of <br />llighw'ay 12 and Brown Road at the Orono WimhIs site. Gundlach noted the pond was originally designed <br />to handle the runoff from this site. Access to the site w ill be trom the e.xisting cut on Highway 12 of the <br />Orono WchkIs .Senior Housing building. <br />Tlic applicants are proposing building materials consisting of light and dark colored stucco, metal grids <br />and glass, with a metal roof. Staff finds tlicsc materials to comply with the architectural standards <br />outlined in the B-6 ordinance. <br />'I he Planning Commission voted 6-0 to approve the General Concept Plan in accordance witli Staffs <br />recommendation for additional stipulations. <br />Philip Carlson addressed the City Council and gave a brief histoiy of the company. Carlson indicated the <br />goal with this development is to create a win/win situation for the development, the city, and the <br />neighbors. Carlson indicated they have met with .Staff and the neighbors a number of times and have <br />tried to incorporate their suggestions as much as possible. <br />(iina Carlson indicated they have changed the name of the development from .SugarwxHids to Amber <br />Womis. Carlson reviewed the approved conditional use pennit for this site, noting they arc asking for the <br />conditional use permit to be amended. Carlson stated they arc proposing the concept of olfice townhomes <br />where the person would own the building as well as the ground underneath. Carlson indicated 10 <br />buildings are proposi*d for this site, w ith the potential for 10 different owners. Carlson slated the units are <br />clustered m two groups of three and one group of four, with the end units each having their own private <br />lighted stairwell and the other units having a shared stairw ell. <br />Carlson indicated the project was designed based on the theory ofleng Shin, which deals with the natural <br />Ilow of the land. Carlson stated the site is I,-shaped w ith a curved driveway, w ith the buildings being <br />designed to incorporate the five elements of Feng Shui. Carlson reviewed the projxiscd design of the <br />buildings, noting tliat the buildings would consist of stucco, metal, and glass. <br />PAGE 13
