Granting of permit. <br />(a) The planning commission may recommend and tlie council may grant a <br />conditional use permit as the use pcmiit was applied for or in modified form, if on the <br />basis of the application and the evidence siibmitteu the city makes the following findings; <br />(1) That the proposed location of the conditional use is in accord with the <br />objectives of this chapter .and the purposes of the district in which the site <br />is located and the comprehensive municipal plan; <br />(2) That the proposed location of the conditional use and the proposed <br />condition under which it would be operated or maintained would not be <br />detrimental to the public health, safety or welfare, or materially injurious <br />to properties or improvements in the vicinity; and <br />That the proposed conditional use will comply with each of the applicable <br />provisions of this chapter. <br />A conditional use permit may be revocable, may be granted for a limited <br />time, or may be granted subject to such conditions as the council may prescribe. <br />(c) A conditional use permit shall remain in effect as long as the conditions <br />agreed upon are observed, but nothing in this section shall prevent the city from enacting <br />or amending official controls to change the status of conditional uses. <br />(d) A certified copy of any conditional use pennit shall be filed with the <br />county recorder or registrar of titles. The conditional use pemiit shall include the legal <br />description of the property included. <br />(3) <br />(b) <br />b. <br />> See. 78-1466. Signs as accessory use. <br />Signs are a permitted accessory use in all districts subject to the following <br />regulations: <br />(II) Monument signs. One monument sign, limited to two faces is allowed per <br />frontage per property, with a maximum of two. Tlie areas of sign base, the <br />supporting background structure, and the sign copy shall be combined for <br />determining the total square footage and the height of the monument sign. <br />a. The total allowable square footage shall not exceed 100 square feet <br />per side. The base and supporting material shall constitute at least <br />25 percent of the total square footage. <br />The base width dimension is 50 percent or more of the greatest <br />width of the sign. <br />The sign copy area shall have a minimum clearance of 20 inches <br />above ground level. <br />The sign copy area shall be completely enclosed within the <br />monument materials. <br />No portion of the sign or sign structure shall exceed ten feet above <br />ground level. <br />The monument sign base shall be constructed of materials similar <br />in appearance to those of the principal structure and shall consist of <br />brick, natural stone, stucco, textured cast stone, or integrally <br />colored concrete ma.sonry units.
