BCttIBiT <br />MINUTES OF Til K <br />OKONO CITY COUNCIL MEETINO <br />Monday, December 13,2004 <br />7:00 o’clock p.m. <br />9. #04-3052 ERIC VOC.S I ROM, 2618 CASCO POIN T ROAD - VARIANCES <br />Erie Vogslrom, Applicant, and Todd Phelps, Atlorncy-at-l.aw, were present. <br />Curtis noted this npplicniion was tabled at the November 22 “* City Council meeting, with the <br />applicant being requested to redesign the proposal to reduce or eliminate the variances requested <br />The applicant was directed to redesign the proposal to include a maximum 1,500 square foot <br />building footprint and the appropriate hardcover to serve that home. The applicant has submitteil <br />a revised design, with the home proposed to be two-story residence with a 1,699 building <br />footprint, a three-ear attached garage and deck. 1 be applicant is now proposing .^4.5 percent <br />hardcover within the 75 ’-250 ’ /one, which is a 2.3 percent or <br />176 square foot hardcover reduction from the previous propo.sal. <br />Staff feels the propo.sid <loes not respond fully to Couneirs direction. Although the majority of <br />the Planning Commission concluded that the large 0-75 ’ zone and relatively small 75 -250 ’ zone <br />is a hardship to the property. Staff feels that the 34.5 percent hardcover is not warranted for this <br />lot. Staff continues to recommend approval of the average lakeshore .setback variance. Staff <br />believes that the size of the 75 ’-250 ’ zone, which, at 25 percent would allow only 1,918 square <br />feet ofhardcover, is an inherent bard.ship. The City has generally established that for very small <br />lots the minimum reasonable garage/house footprint is 1,500 square feet. It is likely impossible <br />to construct a 1,500 square foot house rm this site within the 25 percent limit. Therefore, Staff <br />will conceptually support a l,5(K) square foot home with minimal deck.s, sidewalk and ilriveway <br />necried to support it, but Staff feels this can be done in the range of 30 percent hardcover, not 36 <br />percent. Stall is not convinced ll.at the third garage stall is nece.s.sary. <br />('iirtis slated a letter from received linlay from Timothy Keane, attorney for the applicant, and has <br />been distributed to the Council.
