REQUEST FOR COUNCIL ACTION <br />Departmcnl Approval: <br />Name Ron Moorsc <br />Title City Administrator <br />Administrator Reviewed: <br />t EB 1 4 2005 <br />DATE: February 11,2005 <br />CITY Of- OHONO <br />ITEM NO: 16 <br />Agenda Section: <br />City Administrator's Report <br />Item DescriDtion: On-Site Septie Manaaer Position Revision and Reclassification <br />Cha nges in Septic Insp ector Workload and Duties <br />I hc Septic Inspector duties have changed substantially in recent years, as the duties <br />related specifically to the City’s individual sewage treatment system (IS I S) program <br />have required less time, llicrc arc a number of reasons for this, including the <br />sewering of a number of neighborhoods, the completion of a project through which <br />IS'fS maps were prepared for each property with an IS'fS, and the automation of <br />IS rs compliance inspection records. <br />rhe IS'l'S program now requires approximately 50% of the inspector’s time. 1 he <br />remainder of the inspector’s time has been allocated to priority needs in the Building <br />and Zoning area, partially based on the specific abilities of the person in the position. <br />For example, because Matt Boltcrman had a background in the use of automated <br />mapping sofiwarc (GIS), he was involved in developing the City’s mapping <br />capabilities. <br />rhe resignation of Matt provided the opportunity to take a new look at the Septic <br />Inspector duties in terms of the workload needs of the Building and Zoning area. The <br />result is a revised job description that focases on the IS’fS program and assisting with <br />the building inspection workload. <br />Buildinu Inspection Workload lncr ca.se <br />The building inspection workload has been increasing in recent years, as large new <br />projects have Iwcn added to the nonnal level of residential development, 'fhis <br />includes the StoncBay townhou.se development, and the major remodeling of the <br />Way/iita Country Club, fhe 65 unit condo building in the StoncBay development is <br />currently in the development review process. Also, Spring Park has approved two <br />condo developments with a total of about 150 condo units. Orono provides plan <br />review and building inspection .services to the City of Spring Park, fhe.se large <br />projects will require additional building inspection staffing. <br />Optipnsjpr Handli ng Buildin g Inspection Workload <br />'fhe discussion regarding the septic iiuspection duties included a review of a number <br />ol‘options for providing a number of services, particularly building inspections and <br />IS'fS ins|)eclions. fhe City has, in the past, used a retired building inspector to <br />handle temporary building inspection workload needs, fhe building staff is <br />recommending that the additional building inspection workload be added to the <br />Septic Ins|x:ctor position for a number of rca.sons. ITe availability of the retired <br />building inspector on a longer term basis is uncertain. Also, a number of services <br />that occur less frequently, such as sewer coimection ins|?cctions and nuisance
