Planning Commission Recommendation <br />The Planning Commission voted 6-0 to approve the General Concept Plan in accordance with the <br />staff recommendation with additional stipulations, which are as follows, to be addressed prior to <br />General Development Plan review: <br />1. The applicant shall illustrate, on a separate plan, the existing easements to be vacated and the <br />new easements that will be dedieated in eonjunction with final plat approval for this site. <br />2. The applicant shall provide an engineered plan illustrating how medium and larger vehicles <br />can navigate the site, including emergency vehicles. <br />3. A pedestrian access to Orono Woods and the office complex sidewalk, as well as a <br />connection to the existing sidewalks abutting Highway 12 shall be incorporated into the <br />plans. <br />4. A landscaping plan in accordance with Section 78-797 (8) shall be . ubmitted for staff <br />review. Elevation views of the retaining walls and how tliey will be screened must be <br />included within that landscape plan. <br />5. A signage plan shall be submitted showing compliance with the 190 s.f. allowance. A sign at <br />tlie Drown Road shared entrance with Orono Woods shall not be permitted. <br />o. A lighting plan must be submitted illustrating pole location, fixture details, and foot-candle <br />measurements. All lighting affixed to the building should also be included. <br />7. All engineering matters di.scu.s.scd in the City Engineer memo dated I-l 1-05, and attached to <br />the PC report as Exhibit O, should be incorporated into revised plans. <br />8. Submittal of market inlbrmation to support full development of thc.se types of offices and the <br />similar. <br />9. Submittal of assoi '••*ion documents, particularly addressing any control measures put in <br />place for future owue:.. and/or leasers. <br />I <br />Staff nccommendation <br />Staff recommends approval of the General Concept Plan with the following considerations in <br />nisponsc to the 9 stipulations noted above: <br />1. fhe applicant’s engineer has noted that a drainage, utility, and access (ingress and egress) <br />. -ment will be placed over the entire common lot. Staff finds this to be sufficient. <br />2. Minor curb cut revisions must be made to the site plan in order to satisfy the <br />rccommcndatioris of the Eire Marshall regarding maneuverability of larger trucks and <br />emergency vehicles within the site. Staff finds these revisions to be minor with the exception <br />that we expect these revisions will result in the loss of 2 parking stalls, wliich must be <br />uceoinmodated elsewhere on the site. <br />3. The revised plans show pedestrian accesses to both Orono Woods and Highway 12. Staff <br />finds the revisions to be acceptable. <br />4. A formal landscaping plan must be submitted for General Develop;nent Plan review meeting <br />the standards established under the U - 6 landscaping requirements (78-797 (8)). <br />5. A formal signage plati, including monument and wall signage, mu.st be .submitted prior to <br />General Development Plan review. Staff also recommends deletion of some signage <br />language appearing in the Association documents which doesn ’t comply with City <br />Ordinances. The applicants should be aware tliat the 190 s.f of signage allowed must <br />include anv exterior wall signage proposed for tlic buildings. Interior signage is not <br />regulated.
