The site is located ea.st of South Brown Road, .soulli of Long Lake <br />and north of the Luce Line trail in the northeast cjuarlcr of Section 3. We have the following comments in <br />regards to engineering matters. <br />1. Acccss/SCreets: A geotechnical rcjxjrl, R-valuc recommendation and pavement design should be <br />submitted for review and approval. The proposed trail between Lois 2 and 3 shows proposed grades in <br />excess of 40%. These proposed grades are not only a safety concern but are likely to be an erosion <br />concern. The proposed wood chip surfacing will likely end up in the creek after a rain event. Tlie trait plan <br />should be revised to reduce the grades and implement permanent erosion control measures. <br />2. Grading and Erosion Control: The plans have been rcvi.scd so that all lots will be custom graded at the <br />time the home is constructed. This will present a problem with respect to drainage and construction issues. <br />It is likely that home construction will begin and be completed at different times on each of the lots. We <br />previously recommended that the sites be graded with side yard swales centered on the lot lines to convey <br />storm water to the rear of the lots to the extent possible. Tliis will be difficult to accomplish if each lot is <br />graded independently from the others. We would strongly ircommcnd that the city encourage the applicant <br />to grade all building sites now rather than in a piecemeal fashion. Thi.s will require submitting a revised <br />grading plan for review and approval. We feel this will go a long way in minimizing drainage issues and <br />reducing the inick iraffic during home construction. Once the site is graded the applicant should provide <br />an overall as-built grading survey to the city for review and approval prior to the issuance of any building <br />permits. Wc further recommend that an as-built grading survey for each lot be submitted and approved <br />prior to the issuance of o certificate of occupancy. This would scrv'c as a check to verify that the drainage <br />was not altered during the home construction or final lot grading. The survey should include contours that <br />extend at least 50-fect beyond all lot lines. We recommend that the westerly portions of Lots 1 and 2 be <br />graded to drain southerly to the creek. This grading should be done prior to the proposed tree installation. <br />3. Drainage: Please sec the attached comments from Lance Hoff regarding drainage issues. <br />4. Financial Guarantee: Wc hove estimated the cost for site improvements to be $307,465 and have <br />attached a copy of the estimate to this report. The applicant should provide a financial guarantee for 150% <br />of this amount or $461,198 to the city prior to any work on site. The financial guarantee can be reduced <br />periodically as work is completed and accepted but should never be reduced below $20,000 uniil all work <br />is completed and accepted. <br />. f <br />V • St. Pciul.
