MINUTES OF THE <br />ORONO aTY COUNCIL MEETING <br />Monday, January 10,2005 <br />7:00 o’clock p.in. <br />(W4-30S2 Eric Vogttrom, Continned) <br />Essen stated the upper deck would probably not be used for parties, but that in his view twisting the house <br />has now given the applicant a clear view to his rcsidoicc. <br />White inquired whether the house could be rotated slightly. <br />Vogstrom stated he would prefer to look at the lake and not his neighbor’s house and that he will attempt <br />to re-orient the house slightly to help preserve his neighbor’s privacy. Vogstrom stated he did locate the <br />garage on that lot to take advantage of the best view of the lake. Vogstrom indicated he also would like to <br />preserve his privacy. <br />White inquired how far off the lot line the Essen residence is located. <br />Jeff Essen stated their hou.se is located approximately 20 or 25 feet from the property line. Essen stated <br />he also has been in favor of a variance on the hardcover, but the fact that the house is proposed IS feet <br />closer to his property line and is larger than the current structure is the basis for his concerns regarding <br />runoff. <br />McMillan inquired whether the City has received a grading plan on this project. <br />Gaflron stated the City has not received anything that could be considered a final grading plan and tliat it <br />would be required at the time the building permit is applied for. Gaflron indicated the Council could <br />require specific items relating to drainage. <br />Vogstrom stated he did agree to the downspouts and gutters and that Essen has agreed to replace the <br />shrubs and bushes in between the two homes to help with the privacy. Vogstrom indicated he would not <br />be opposed to those two items being included in the development agreement. <br />While moved to dircet Stall to prepare a resolution to accept the current revised plan submitted as <br />part of Application #04-3052,2618 Casco Point Road, and to bring the resolution back for approval <br />on January 24,2005, with the inclusion of a requirement for the installation of down spouts and <br />grading plan. <br />Moorse recommended at the time the Council approves the resolution on the 24"’, a signed agreement <br />should be in place for the tree replacement. <br />White amended his motion to include the condition that a signed agreement be submitted <br />to the City concerning the tree replacement plan. McMillan seconded. VOTE: Ayes 3, <br />Nays 0. <br />PAGE 11
