BCHIBIT <br />MINUTES OK THE <br />OKONO CITY COUNCIL MEE'I INC <br />Monday, December 13, 2004 <br />7:00 o'clock p.iii. <br />9. #04-3052 ERIC VOCSTROM, 2618 CASCO POINT ROAD - VARIANCES <br />Eric Vogsirom, Applicant, and Todd Phelps, Attomey-at-Law, were present. <br />Curtis noted this application was tabled at the November 22“* City Council meeting,, with the <br />applicant being requested to redesign the proposal to reduce or eliminate the variances rccpiested. <br />The applicant was directed to redesign the pro|M>sal to include a maximum 1,500 square fool <br />building footprint and the appropriate hardcover to serve that home, riic applicant has submitted <br />a rcviscrl design, with the home proposed to be two-story residence with a 1,699 building <br />footprint, a tliree-car attached garage and deck. The applicant is now proposing .34.5 percent <br />hardcover within the 75’-250* /one, which is a 2.3 percent trr <br />176 square foot hardcover reduction from the previous proposal. <br />StalT feels the pruposid does not re.spond fully to Cr)uncirs direction. Although the majority of <br />the Planning Commission concluded that the large 0-75’ /one and relatively small 75’-250’ /one <br />is a hardship to the property. Stall'feels that the 34.5 percent hardcover is not warranted for this <br />lot. Staff continues to recommend approval of the average lake.shore .setback variance. Staff <br />believes that the si/e of the 75’-250’ zone, which, at 25 percent would allow only 1 ,918 square <br />feet of hardcover, is an inherent hardship. The C’ity has geucially established that for very small <br />lots the minimum reu.sunuble garage/housc footprint is 1,500 square feet, it is likely impossible <br />to construct a 1,500 scpiare f»»ot house on this site within the 25 percent limit. Therefore, StalT <br />will conceptually support a 1,500 square foot home with minimal decks, sidewalk and driveway <br />needed to support it, but .Stafl'feels this can be done in the range of 30 percent hardcover, not 36 <br />percent. Slaffis not convinced that the third garage stall is necessary. <br />('uilis stated a letter from received twlay from Timothy Keane, attorney for the applicant, and has <br />been distributed to the Council.
