ExitieiT <br />MINUTES OF TliK <br />ORONO CITY COUNCIL MEETING <br />Monday, December 13,2(M4 <br />7:00 o'clock p.iii. <br />9.«04-3052 ERIC YOGS FROM, 2618 CASCO POINI ROAD - VARIANCES <br />Erie Vogslrom, Applicant, and Todd Phelps, Attorney-al-l>aw, were present. <br />Curtis noted this application was tabled at the November 22"^ City Council meeting, with the <br />applicant being requested to rederign the propo.sal to reduce or eliminate the variances requested. <br />The applicant was directed to redesign the proposal to include a maximum 1,500 square foot <br />building footprint and the appropriate hardcover to serve that home. The applicant has submitted <br />a revised de.sign, with the home proposed to be two-story residence with a 1,699 building <br />footprint, a three-car attached garage and deck. The applicant is now proposing 34.5 percent <br />hardcover within the 75 ’-250 ’ zone, which is r. 2.3 percent or <br />176 srpiare foot hardcover reduction from the previous proposal. <br />Staff feels the proposal docs not respond fully to Council ’s direction. Although the majority of <br />the I'lanning Commissioii concluded that the large 0-75* /.one and relatively small 75'-250 ’ zone <br />is a hardship to the properly. Staff feels that the 34.5 percent hardcover is not warranted fortius <br />lot. Stall continues to recommend approval of the average lakeshore setback variance. Staff <br />believes that the size of the 75 ’-250 ’ zone, which, at 25 percent would allow only 1,918 squ.tre <br />feet of hardcover, is on inherent hardship. 'I hc City has generally established that for very small <br />lots the minimum reasoniible garage/hou.se footprint is 1,500 square feet. It is likely impossible <br />to construct a 1,500 square fimt house on this site within the 25 percent limit. Therefore, StalT <br />will conceptually support a 1,500 square foot home with minimal decks, sidewalk and driveway <br />needed to support it, but Staff feels this can be done in the range of 30 percent hardcover, not 36 <br />percent. StalT is not convinced that the third garage stall is iiece.s.sary. <br />Curtis stated a letter from receive»l today from Timothy Keane, attorney for the applicant, and has <br />been distributed to the Council. <br />i <br />I <br />4
