H <br />LAND USE JUN2, 1980 <br />2. <br />3. <br />4. <br />5. <br />6. <br />O <br />ORONO'S RURAL SERVICE AREA PROVIDES THE OPPORTUNITY FOR QUASI <br />AGRICULTURAL LAND USES. Greenhouses, orchards, <br />truck farms, riding stables and recreation areas <br />such as large golf courses and park reserves ar« <br />not possible in more crowded urban areas but they <br />are compatible with rural residential properties. <br />Thus, the total commercial activity of Orono is <br />broader and more varied than if the City were all <br />urban or all rural. <br />RURAL DENSITY IS LIMITED BY NATURAL CONDITIONS. <br />Development of rural Orono is naturally limited <br />by a number of conditions including extensive <br />wetlands, steep slopes and areas of high water <br />table, which factors influence building locations <br />and transportation options as well as the location <br />and spacing of on-site sewage treatment systems. <br />THE EXISTING RURAL AREA WILL NOT BE URBANIZED. <br />Orono*s Community Management Plan is not a staged <br />growth plan. The urban service area will not be <br />expanded into the rural area. Municipal urban <br />services will not be extended into the rural area <br />or across open, rural lands. Rural land uses <br />and rural land use density will be maintained a <br />a level to ensure that private on-site sewer <br />systems will operate satisfactorily and that <br />rural wetlands and drainageways will not be <br />overloaded with storm water nutrient pollution. <br />RURAL LAND USES AND DENSITIES DO NOT REQUIRE URBAN SERVICES. <br />Urban services are not compatible with rural <br />land use. Extension of certain urban services, <br />such as extensive public load maintenance or <br />municipal sewer or water cannot be economically <br />justified or easily provided to developments <br />in rural areas or at rural densities. <br />RURAL LAND USES DO NOT REQUIRE MUNICIPAL SEWER SERVICE. <br />Orono's soil, topography and low-density rural <br />land use provide the ingredients necessary to <br />assure safe, adequate, permanent on-site sewage <br />treatment and waste water disposal without <br />hazard to ground water, surface water or the <br />public health. <br />d. * •* <br />CMP 4-20 <br />4. ^
