t <br />IL <br />Zoning File #1683 <br />October 18» 1991 <br />Page 2 of 2 <br />The Engineer's further recommendation is that a private road <br />paved to at least a 24' width with a temporary paved cul-de-sac <br />be constructed now to serve this first phase of the subdivision. <br />Basework should be wide enough to accommodate a future 28' wide <br />paved width, in anticipation of a future 9 lot development of <br />this property. <br />Neighborhood Petition <br />Referring to the neighborhood petition submitted at the <br />September meeting: <br />a. Per Exhibit G, septic drainfields are 60-70' from the <br />east lot line, and mote than 100' from neighboring wells, <br />j# TT j.* ^ Jimeeting all pertinent code standards. <br />b. Drainage changes recommended by City Engineer will <br />redirect all surface water runoff to eliminate existing <br />drainage problems and concerns . <br />c. The alleyway noted by petitioners is not a legal access <br />of any sort. Applicant has sole discretion as to whether he <br />wants to allow for continued use by neighbors. <br />Issues to be Resolved <br />Again please review the staff memo of September 9, 1991. <br />The following issues need to be addressed in order to make a <br />recommendation for preliminary plat approval; <br />1. Should the existing house be forced to relocate its <br />driveway to Outlet A? <br />2.Should the applicant be required at this time to <br />construct a 24' paved road with 100' diameter paved <br />cul-de-sac? <br />Staff Recommendation <br />Please refer to the Staff Recommendation on Pages 4 and 5 of <br />the September 9 memo. Any recommendation for approval should <br />include Conditions 1 - 9 as indicated in that memo. Condition 2 <br />on Page 4 should be revised to read "2. Standard drainage and <br />utilities easements to be granted over entire plat, as well as <br />drainage easements over ponding areas as noted in City Engineer's <br />letter of 10/18/91. Preliminary site grading/drainage plan per <br />City Engineer's recommendation to be submitted by applicant for <br />approval prior to preliminary plat review by Council." <br />Isv
