""I' <br />Zoning File #1680 <br />September 13, 1991 <br />Page 4 <br />Applicant notes that a covenant to disallow construction of <br />Ziesmer's 4th and 5th bedrooms until sewer comes, might be <br />acceptable to solve this. <br />Issues to Consider <br />1.Has the applicant shown that there are suitable drainfield <br />sites to serve existing and proposed houses, meeting all <br />code requirements? <br />2.How does the possibility of a municipal sewer affect <br />Planning Commission's view of this request? <br />3.Is there any justification for granting either drainfield <br />lot line setback variances or a house side setback variance <br />in the context of a lot line rearrangement wh.ere the house <br />can still be redesigned or moved? <br />4.If the septic systems were not an issue, does Planning <br />Commission feel there is justification to grant the lot <br />width and lot area variances? Should applicant pursue <br />acquiring additional property to eliminate the lot area <br />variance need? Would this additional property make this a <br />more viable building site? <br />5.Although staff has not discussed this issue extensively with <br />the property owenr, is there justification to request <br />creation of some sort of cul-de-sac or turnaround at the end <br />of Tonka Avenue? This is merely a lot line rearrangement <br />not creating new lots, but there might be a basis to attach <br />that sort of a condition to a variance approval, or request <br />an easement for future use. <br />Options for Recommendation <br />1.Recommend that the issue of moratorium applicability be <br />addressed by the Council at their next meeting. <br />2.Consider tabling the request until a definite decision on <br />city sewer has been made. <br />3.Grant conceptual approval subject to the lot line <br />rearrangement and variance not coining into effect until city <br />sewer has been ordered to serve these properties. <br />4.Table, requesting applicant to revise his proposal so that <br />the septic sites are deemed suitable with no variances <br />needed, and relocating or redesigning the house so that no <br />setback variances are necessary. <br />5. Approve as requested. <br />6. Penial, specifying the reasons for same. <br />7. Other. <br />4
