A further basis for approval would be that <br />the area will be restored and maintained as a natural habitat <br />rather than a "park-like" setting. Do the proposed retaining <br />walls have any effect on the visual perception of 'naturalness <br />of this pond? Certainly the walls decrease the spoils bank <br />slopes, reducing the potential for erosion back into the pond. <br />Any recommendation for approval should be conditioned on the <br />following: <br />1.Applicant shall conform to all construction and site <br />protection requirements recommended by the City <br />Engineer and required by the Watershed District. <br />2.Silt fencing shall be maintained in place during the <br />period of excavation and until revegetation is <br />accomplished. <br />3.Applicant shall adhere to the revegetation plan as <br />proposed. <br />4.Applicant shall grant a Flowage <br />easement over the entire wetland <br />elevation contour 931.5, plus a 15' <br />to the 8" PVC culvert at Navarre <br />description for such easement shall <br />applicant's surveyor. <br />and Conservation <br />area defined by <br />easement extending <br />Lane.
