Mabusth, Building & Zoning Administrator <br />Date December 12, 1990 <br />Subjects Non-Encroachments within Lakeshore Protected Area <br />This overdue amendment has been discussed for years. The <br />City has allowed the installation of lakeshore access stairs or <br />grade-level stairs for lakeshore lots that have severe lakeshore <br />topographies prohibiting access without authorizing in that <br />ordinance. In an attempt to minimize the impact of these <br />structures, staff has followed informal standards as follows- <br />1. 4” maximum width for stairs or grade-level step pads <br />2. safety landings limited to 4'x4' (safety landings <br />required every 12') <br />3. railings are limited to 36" <br />The City has never approved coverings or larger safety <br />landings. If any have been proposed, they were presented as <br />variance applications for the City's review and action. <br />Section 10.22 was amended in 1984 to allow lock boxes for <br />lots divided by a major thoroughfare. The lock boxes were not to <br />exceed 20 s.f. in area or 48" in height. <br />.Staff would propose the following amendment or addition to <br />Section 10.22, Subdivision 1 to include not only stairs and <br />grade-level step paths, but for lifts. Lifts provide less visual <br />impact than a stairway. The Planning Commission is asked to <br />review and comment on the proposed amendment as follows; <br />Section 10.22, Subd. 1. Lakeshore Set Back Regulations. <br />The setback from the shoreline for lakehore lots shall be 75 <br />feet for all structures except for the following: <br />A. On lakeshore lots that have steep slopes to shore <br />areas restricting access up and down bluffs, stairways <br />and lifts are preferred to major topographic <br />alterations. Stairways, grade-level step paths or <br />tracks for lifts are allowed and shall not exceed a 4' <br />width. If landings and railings are required by the <br />building code, the dimensions for a landing shall not <br />exceed 4'x4' and the railing shall not exceed a height <br />of 36". All such structures will require building <br />permits.
