/i j< <br />Zoning File #1616 <br />January 16, 1991 <br />Page 2 of 3 <br />During the sketch plan review of the subdivision at your <br />November 19, 1990 meeting. Members advised the applicant that if <br />the only variance sought by applicants was the encroachment of <br />the wetland, that they would have no problem in approving the <br />proposed 2-lot plat. As already noted in the review of <br />Application #1615, the current proposal does not require <br />variances to the standards of the RR-IB zoning district. <br />The driveway is designed at a 14' width. The City Engineer <br />has asked that 3' shoulders be installed on each side of the <br />roadway for a 20' total width. Note to compensate for the <br />filling, the drainage easement or conservation and flowage ease <br />ment will be taken over 55,000 s.f. Cook feels the developers <br />have provided adequate area to mitigate the encroachment. In <br />preliminary discussions with Ron Quanbeck, storm water detention <br />will not be required based on the assumed amount of impervious <br />surfacing to be installed as a result of the 2 lot development. <br />Two 18" culverts are proposed to be installed under the <br />driveway to insure surface water flow is not restricted based on <br />100 year storm data. Applicants' engineer advises that if storm <br />water detention is deemed necessary in the future, that there is <br />adequate area on Lot 1 and Lot 2 for this purpose. It may be <br />necessary to place some kind of restriction on these areas for <br />some future date. We v/ould ask for further comment by the City <br />Engineer. Cook also concurs that there is no need for mitigation <br />excavation at this time. <br />The wetlands is classified as a Type 6 and Type 7, similar <br />to the wetlands observed in the Alan Carlson subdivision off of <br />Watertown Road. At three site inspections, staff was never able <br />to find standing water in any area of the designated wetland. <br />The wetland is not a DNR protected wetlands. The Corp of <br />Engineers has been asked to review the proposal. As already <br />noted in the subdivision application, the Corp will grant a <br />national permit because the fill area shall be limited to 7,900 <br />s.f. The Corp limits national permits to 10,000 s.f. The land <br />alteration application has been filed with the Minnehaha Creek <br />Watershed District. <br />Staff would like to take the opportunity to compliment Mr. <br />Anderson with his preparation of the materials for this review. <br />Glenn Cook has recommended approval subject to the road being <br />expanded to include the 3' shoulders on either side, and also <br />recommends that the fire marshall review the road for access <br />purposes. Staff would ask Mr. Anderson to provide more detail on <br />the berming proposed within Lot 1. Mr. Hopkins has advised that <br />the berm will be minimal in height as the installation of the <br />house will involve the cutting into the bank. Planning <br />Commission members should be aware that the fencing proposed <br />along U.S. Highway 12 will be at a 3*i' height and will meet the <br />standards of the fence code.
