Zoning File #1615 <br />January 15, 1991 <br />Page 4 <br />Sever and Hater <br />Lot 2 shall be served with sewer and water seeking the <br />credit of the assessment already placed against Lot 8 of the <br />Allo-Rae Terrace plat. The City is asked to consider sewer and <br />water service to Lot 1. Once again, applicant proposes no <br />changes from rural development standards. Gaffron has confirmed <br />that the site can be developed at rural standards. Applicants' <br />consultant reports that the City of Wayzata would take no issue <br />with the sewering of Lot 1 if the City of Orono approves. It may <br />be necessary to have a separate Comp Plan amendment if Lot 1 was <br />to be included within a sewer and water district. The City <br />Engineer will be asked to comment on this. It may not be <br />necessary as rural standards are to still be retained. Please <br />note Mr. Cook recommends extension of sewer and water to Lot 1 <br />(Exhibit M). <br />Park Dedication <br />The Park Commission reviewed the subdivision to determine if <br />additional park lands or trails were to be taken from the subject <br />property and decided against the taking of any additional lands. <br />Fees will be requested in lieu of lands for park purposes. The <br />assessor has been asked to determine the fair market value of the <br />undeveloped land to determine the park dedication fee. Applicant <br />will be advised as soon as the City is in receipt of this report. <br />Site Grading Inprovements <br />Special land alterations proposed with development of <br />property shall be reviewed under conditional use permit <br />application. The berm area and fencing along east boundary of <br />Lot 1 shall be covered under Application #1616. <br />Issues for Consideration <br />1.Members may remember that the original sketch plan showed <br />outlets created along the east border of Lot 2. Outlets <br />were to be legally combined with adjacent residential <br />properties. It is apparent that Lot 2 will need the <br />additional dry buildable. In the applicants addendum <br />(Exhibit B), we are adviser! by the applicants that the <br />Wayzata Country Club will maintain the northern portions of <br />Lot 2 and that they will allow access to the adjacent <br />landowners over this portion of the property. In reviewing <br />Definition 24, Minimum Lot Area, if pedistrian easements are <br />to be granted, these areas must be excluded from the dry <br />buildable area of Lot 2.
