The City needs to <br />do whatever necessary to make sure that the tank is not leaking. <br />The standards that the City may require for gas tanks such as <br />this, may be higher than the fire code standards." <br />Mabusth asked, "Are you suggesting that the City establish a <br />method to inspect and certify these tanks on an annual basis?" <br />Kelley stated that Staff may wish <br />possibility. <br />to explore that <br />Mabusth suggested giving the applicant's architect <br />opportunity to explain his proposal for the clubhouse. <br />Steve Fichtel showed the Planning Commission the various <br />elevations of the clubhouse building. He said, "We tri»‘d to <br />design the bu.ilding with a more residential character. We have a <br />two-story plan, but the building will actually be a story and a <br />half. V7e used dormers in order to achieve required headroom in <br />t.he second level. The side walls on each end of the building <br />would have a height of 14 faet." <br />Kelley asked if anyone in the audience wished to comment on <br />this application. <br />Dan Crear, 1980 Spates Avenue, suggested that a public phone <br />be installed on the premises. He said, "I brought that up the <br />last time this was btaing discussed. It is not a big deal, but a <br />lot of people stop in this area if thay are having car or boat <br />trouble and they come to my house asking to use a phone. Other <br />than that, I have no objections to what is being proposed. I <br />think it is an improvement over the last proposal." <br />Art Torangeau, 2060 Spatec' Avenue, suggested designating one <br />of the two entrances to the property as an exit only. He said, <br />"Over the years, I have seen a number of rear-end accidents <br />occur, especially with traffic heading v/est from Wayzata. There <br />has been quite an increase in traffic on Highway 15 in the last <br />few years." <br />Kelley stated that it may be appropriate to have the City <br />Engineer's opinion on the access points to the property. He <br />asked Crear and Torangeau to give their opinion of the proposed <br />clubhouse structure. <br />Crear replied, "It is difficult to tell hov/ the structure <br />will actually look by the drawing and the model. I have tried to <br />envision how it will look in the neighborhood, and this proposal <br />seems to fit well. It is a nice looking building. If it is a <br />- 11 -
