The purpose of the action item is to approve a collective bargaining agreement (CBA) <br />between the City and LELS, Local 168 for 2023-2025. <br />2.Background / Summary. Law Enforcement Labor Services (LELS), Local 168 represents the city’s <br />Police Sergeants. The current agreement expires at the end of 2022. The city staff and union official <br />have been negotiation since early spring to come to new agreement. <br />3.New Agreement Highlights. The complete agreement is at exhibit A. <br />a.Duration. Three years 2023-2025. <br />b.Wages. Establishes an expanded pay scale with 6 steps in 2023, 3% COLA in 2024 and 3% <br />COLA in 2025. <br />c.Longevity. Updates longevity pay rates for 10 and 15 years of service. <br />d.Specialty Pay. Establishes specialty pay for the Investigative Sergeant. <br />e.Holidays. Recognizes Juneteenth as a holiday. <br />4. Staff Recommendation.
