The purpose of the action item is to approve a collective bargaining agreement (CBA) <br />between the City and LELS, Local 40 for 2023-2025. <br /> <br />2. Background / Summary. Law Enforcement Labor Services (LELS), Local 40 represents the city’s <br />Patrol Officers. The current agreement expires at the end of 2022. The city staff and union official have <br />been negotiation since early spring to come to new agreement. <br /> <br />3. New Agreement Highlights. The complete agreement is at exhibit A. <br /> <br />a. Duration. Three years 2023-2025. <br /> <br />b. Wages. Establishes an expanded pay scale with 6 steps in 2023, 3% COLA in 2024 and 3% <br />COLA in 2025. <br /> <br />c. Longevity. Updates longevity pay rates for 10, 14 and 18 years of service. <br /> <br />d. Specialty Pay. Establishes specialty pay for SROs, Investigators, West Metro Task Force, <br />SWAT, Metro Field Force, Field training officers and specialty Trainers. <br /> <br />e. Holidays. Recognizes Juneteenth as a holiday. <br /> <br />4. Staff Recommendation.
