MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />October 24, 2022 <br />6:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 3 of 6 <br /> <br />Johnson thinks the Park Department/Park Commission is doing a great job getting these opportunities in <br />front of the City Council. He noted there are some great questions regarding mitigating the noise, play <br />times, etcetera. <br /> <br />Johnson moved, Crosby seconded, to adopt Resolution #7305 authorizing an application for a <br />grant. VOTE: Ayes 5, Nays 0. <br /> <br />CITY CLERK REPORT <br />12. ORONO GOOD CITIZEN AWARD <br /> <br />City Clerk Anna Carlson asked for direction from the City Council regarding a Good Citizen Award. <br />Earlier in the month Councilmember Crosby wanted to recognize a former resident of Orono and she <br />noted the City does not have a process or program. She would like to hear what the Council thinks about <br />the item and formally recognizing Gary Marquardt as the first nominee. <br /> <br />The City Council discussed the item and process, fairness, examples from other cities, the many people in <br />the City who do great things, and the potential of spotlighting someone in the community on a monthly <br />basis. <br /> <br />Crosby spoke about Mr. Marquardt who plays “Taps” on Lake Minnetonka, at funerals, and gravesites, <br />and hangs a banner to honor Veterans. <br /> <br />Crosby moved, Johnson seconded, to approve the recognition of Gary Marquardt as the first <br />nominee and winner of the Orono Good Citizen Award. VOTE: Ayes 5, Nays 0. <br /> <br />COMMUNITY DEVELOPMENT REPORT <br /> <br />13. LA21-000030 – TOM BERGSTROM, 1509 LONG LAKE BOULEVARD, VARIANCES – <br />AMEND RESOLUTION NO.7179 – RESOLUTION NO. 7306 <br /> <br />Staff presented a summary packet of information. Oakden noted this is an amendment to a variance <br />granted in June 2021 for a rear yard setback, 75 foot lakeyard setback, and new hardcover to construct a <br />new deck and spiral staircase. In the process of constructing the deck the property owners have found <br />challenges attaching the spiral staircase in the proposed location due to headroom requirements of the <br />Minnesota State Building Code. They would like to move the location of the stairs from the middle of the <br />deck to the corner of the deck. Staff reviewed this as a minor amendment and would recommend <br />approval. Oakden noted the Applicant is sick tonight and unable to attend. <br /> <br />Seals moved, Crosby seconded, to adopt Resolution No. 7306. VOTE: Ayes 5, Nays 0. <br /> <br />CITY CLERK REPORT <br />Ms. Carlson had nothing to report. <br /> <br />FINANCE DIRECTOR REPORT <br />Finance Director Olson shared they are finishing up the budget and are in good shape for the end of the <br />year. <br />
