It also mandates development of coordinated access points <br />to serve the commercial properties in Orono, including Reber's <br />property and Wear's existing Orono Shopping Center. <br />PROPOSED SITE PLAN <br />McDonald's proposed site plan suggests access locations and designs <br />intended solely to serve McDonalds. Access to the remaining Reber's <br />property is not planned, and would result in a piecemeal multiple <br />access situation in the future. This would tend to exasperate the <br />existing problems. <br />McDonald's proposed Brown Road access is designed to provide them <br />access to a controlled intersection in anticipation that median <br />construction on Highway 12 would otherwise preclude direct access <br />to or from eastbound traffic. But it doesn't serve the other <br />commercial properties. And the present condition of Brown Road <br />makes any commercial access here totally unacceptable until Brown <br />Road is widened and rebuilt to handle the traffic and turning <br />movements. <br />McDonald's proposed Wayzata Boulevard access is at a good location, <br />but the curved configuration does not allow multiple use by the <br />other Reber property. Ownership and maintenance of the proposed <br />"easement” must be clarified, preferably by platt' itj an outlet. <br />Finally, the configuration should be redesigned t-i rt^vide for <br />square intersections with the highway and internci^iy with other <br />future users. <br />COORDINATED ACCESS <br />The solution to all these problems is development of a coordinated <br />access plan to serve all of these commercial properties in Orono. <br />The plan can be implemented in stages as the actual need arises, <br />but it must be fully planned now at the time of this subdivision <br />so that McDonald's site can properly relate to it, so that necessary <br />right of way can be reserved, so lot lines and zoning lines are <br />properly located, and so that future development can be accommodated <br />in a logical manner. <br />Initial review by Minnesota Department of Transportation, the City <br />Engineer, John Gerhardson, Mel Kilbo and myself is that a service <br />road should be developed that would run from Brown Road to Shaughnessy <br />Circle, and perhaps beyond all the way to Willow Drive. This will <br />allow controlled bi-directional access to Highway 12 at improved <br />intersections, with individual commercial access off the service road <br />instead of the highway.
