PAGE <br />years ago had turned a beautiful marsh into pasture. <br />I view this application as a real unique opportunity <br />for someone to possibly restore that marsh, an upland <br />water retention area. I would like to ask the <br />Planning Commission reaction to the possibility of <br />filling or at lease partially filling that drainage <br />ditch so that the entire marsh could become an upland <br />water retaining pond. And of course the ponds that <br />you propose I view as an improvement. If the dredging <br />is approved for these ponds I would be more comfortable <br />with the application if the dredged material were <br />hauled away to another site or deposited on high land <br />because they will have an effect of eliminating some <br />existing marsh land. <br />Goetten stated that she felt that 160 truck loads of <br />dredged materials was not insignificant. This <br />particular project is in direct violation of our <br />comprehensive plan. <br />Sime stated he felt this would be an improvement to the <br />existing situation. <br />Rovegno stated he was with Sime and Adams and he stated <br />that Hennepin Soil and Water Conservation District has <br />no adverse comments, DNR is generally in favor of <br />projects, our city engineer says it is probably <br />insignificant. The only thing that anybody said here <br />that's a problem with this is that it violates our <br />ordinance. <br />Kelly stated that if we are going to give variances to <br />designated wetlands I think we should establish very <br />strict standards, because we are going to be inundated <br />with applications from all over the city for dredging <br />for wildlife ponds. <br />Rovegno moved, Adams seconded to recommend approval of <br />this conditional use permit conditioned on the <br />findings is that we have professional testimony from <br />Hennepin Soil and Water Conservation District, the <br />DNR, our city engineer all finding that the effect on <br />water quality and additional runoff is quote unquote <br />insignficigant. That our comprehensive management <br />plan item 7 of the general policy "protection of the <br />City's marsh lands, wetlands, drainageways shall <br />include protection of adjoining land prevention of <br />drainage . filling, dredging, vegation removal <br />ordinances will establish setbacks for all land <br />alterations and construction possible. The City <br />will acquire open space and flowage easements. In <br />regard to the spoils we should get some professional <br />consolation as as far as what creates the minimum <br />invironmental impact to that marsh and to the water
