The “ribbon roadway" appeals to me for <br />this site since lateral vehicle mobility is limited by the property line <br />and house structure so that a vehicle would likely only use the 2-1.5* <br />wide pads in going to the rear yard. This could reduce proposed <br />driveway hardcover by up to 700 sq. ft. along the west side of the <br />house, reducing the total proposed hardcover to 34%. <br />You will note when you visit this property, that the gravel along the <br />west side of the house extends back about 50* past the existing house, <br />and appears to be of relatively recent origin. We have a 1980 survey <br />on file showing a proposed two-car detached garage to the rear of the <br />lot, which was apparently never constructed.■ <br />! <br />The neighbor to the east has reviewed the site plan and expressed concern <br />that the additional hardcover will force additional runoff onto his <br />property, which already is inundated by runoff from the rear and far <br />side. Applicant should be requested to address these concerns. <br />Applicant does appear to have a hardship in that the house has no <br />basement due to its elevation near lake level. However, my immediate <br />reaction is that perhaps building upward rather than rearward, and <br />not forcing the garage to the rear of the property, would allow for a <br />house of comparable square footage without the major increases in <br />hardcover. Planning Commission may ask for a reduction in the proposal. <br />The Council has approved hardcover variances of 4% and 8% in this <br />neighborhood recently. A 9% variance would appear to be consistent.
