Mr. <br />Wear was asked to submit a revised plan for Council's <br />consideration. <br />Staff has also been advised that Mr. Wear's application for <br />a variance to the sign ordinances also requires a variance to the <br />moratorium. Please note Section 6 of that ordinance that also <br />lists the necessary findings that must be made for a <br />recommendation of approval. <br />1. The proposal is not in conflict with the intent of the <br />Comprehensive Community Management Plan. <br />2. The proposal is compatible with the zoning and official <br />control amendments being considered by the City. <br />3. The proposed does not adversely impact the health, <br />safety and welfare of the community. <br />Based on the Planning Commission’s findings of December 16, <br />1985 (Exhibit D) it would appear that you can make the necessary <br />findings to approve the applicant's request for a variance to <br />moratorium Ordinance No. 13, Second Series. <br />It is hoped that by the time the implementation of the <br />directives of the planning study are realized that the commercial <br />sign ordinance will be amended such that the needs of a mixed use <br />facility will be addressed. At this time we cannot determine if <br />Mr. Wear's sign meets standards yet to be addressed. <br />m
