Under certain conch- <br />tions, blocks up to 1000 feet or <br />1200 feet in length may be ac­ <br />ceptable. <br />Lots <br />1. Residential lots, ns to size <br />and area, shall be governed by <br />and subject to the policy of the <br />Village Council which is hereby <br />declared to be that all lots con­ <br />form in area to the existing lots <br />in the general area of the pro­ <br />posed subdivision and in no <br />event shall be less than fifteen <br />thousand (15,000) square feet in <br />area, and minimum width of one <br />hundred (100) feet at the build­ <br />ing line, exclusive of any case­ <br />ment for driveway purposes (util­ <br />ities easement excepted). <br />2. Depth and width of proper­ <br />ties reserved or laid out for com­ <br />mercial and industrial purposes <br />shall be adequate to provide for <br />Ihe off-street service and parking <br />facilities required by the type of <br />use and development contemplat­ <br />ed. <br />3. Each lot shall adjoin upon <br />a public street and shall have a <br />minimum width of thirty (30) <br />feet at street line. Lots in regis­ <br />tered land surveys may adjoin <br />upon private streets. Said streets <br />nonetheless shall comply with <br />provisions pertaining to streets <br />set forth in this ordinance. <br />4. Double frontage, and reverse <br />frontage lots, should be avoided <br />except where essential to provide <br />separation of residential develop­ <br />ment from traffic arteries or to <br />overcome specific disadvantages <br />of topography and orientation. A <br />planting screen reservation of at <br />least ten (10) feet, and across <br />which there shall be no right of <br />access, shall bo provided along <br />the line of lots abutting such a <br />traific artery or other di.sadvan- <br />tageous uses. <br />5. Side lot lines shall be sub­ <br />stantially at right angles or radial <br />to street lines. <br />Flood Areas <br />Areas within the jurisdiction of <br />the Village Council subject to <br />flood conditions as established by <br />the Engineer of the Village of <br />Orono will not be considered lor <br />subdivision purposes until ade­ <br />quate drainage has been provid­ <br />ed. <br />Planting on Public Property <br />The planting of trees, type, <br />spacing, etc., on public property <br />shall be subject to the regulations <br />of the Village Council. No plant- <br />gateways, entrances and sim­ <br />ilar improvements shall be made <br />on public property except with <br />permission and approval of the <br />Village Council. <br />Public Open Spaces <br />It is the declared general policy <br />of the Village Council that in all <br />new subdivisions not less than <br />live per cent of the gross btcb of <br />all property subdivided shall be <br />dedicated for public use. each <br />five per cent being in addition to <br />the property dedicated for streets, <br />alleys or other public ways. The <br />Village Council may waive this <br />requirement if it feels that public <br />property, other than roads, is not <br />necessary in connection with this <br />subdivision. <br />The area thus dedicated should <br />be either usable area or area <br />which can be put into usable <br />shape by the subdivider. The <br />subdividcr shall leave land so <br />dedicated in a condition satisfac­ <br />tory to the Village Council. <br />A cooperative interest in this <br />larger program is sought by the <br />Village Council and it is expected <br />the subdivider will aid in assist­ <br />ing to make this achievement <br />possible. <br />Platting Procedure <br />The varying size of lots, the <br />size of the subdivision, etc., will <br />have a direct bearing on the de­ <br />sirability of and the necessity for <br />such dedication as well as the <br />size of the piece to be dedicated. <br />It will be within the discretion <br />of the Planning Commission to <br />interpret these regulations in the <br />light of the overall plan and pet- <br />tern of park development. <br />In the interests of the Village <br />as a whole, and, therefore, of <br />benefit to the subdivision, the <br />Village Council of Orono is de­ <br />sirous of conserving certain areas <br />of natural beauty and establish­ <br />ing in various areas the logical <br />distribution of the following types <br />c( facilities: <br />1. Ploy lots, for preschool chil­ <br />dren. <br />2. Children’s playgrounds, for <br />children from five to fifteen <br />years of age to use for active <br />play. <br />3. Athletic field, as a specialized <br />center for organized games <br />and sports. *» <br />4. Parks, large and small, for <br />their value in passive recrea­ <br />tion and as a long range pro­ <br />tection from congestion of de­ <br />velopment. <br />The Council of the Village of <br />Orono requires that all proposed <br />subdivisions shall have the prior <br />approval of the Planning Com­ <br />mission before receiving final ap­ <br />proval by the CounciL It is, <br />therefore, necessary that certain <br />steps be taken and data assem­ <br />bled that will enable the Plan­ <br />ning Commission to study the <br />proposed subdivision in the light <br />of its relation to the Village plan <br />for growth and development, and <br />in the light of the general topog­ <br />raphy and the character of the <br />development <br />To accomplish this purpose, the <br />Planning Commission will wish <br />to submit the preliminary plat to <br />their Village Engineer and to <br />their Consultant for their study <br />m field and office and for their <br />recommendations. This prelim­ <br />inary plat for the consideraUon <br />of the Planning Commission <br />be filed with the Village Engineer <br />or Planning Commission not tfn <br />than five days In advance of a <br />regular meeting of the Planning <br />Commission to allow sufficient <br />time for review, study and a <br />recommendation pertaining to <br />this plat, at the next regular <br />meeting. <br />Whenever possible, it is desir­ <br />able that the prelimiimry plat be <br />accompanied by a written state­ <br />ment specifying the intentions of <br />the owner respecting the pro­ <br />posed character of the develop­ <br />ment, deed restrictions, drainage, <br />park:; and playgrounds and the <br />intended date of beginning devel ­ <br />opment. He should express his <br />willingness to proceed to file a <br />plat of record of his subdivision <br />or such part thereof as he may <br />wish to put upon the market and <br />to install all monuments shown <br />on the plat. <br />The Planning Commission, in <br />its consideration of the prelim­ <br />inary plat, will take Into consid­ <br />eration the requirements of the <br />Community and the best use of <br />the land being subdivided Par- <br />ticulor attention will be g.ven to <br />the orrangement, location and <br />widths of streets, the general <br />drainage situation, lot sizes and
